Experience

Our senior staff members apply decades of experience in municipal stormwater consulting in solving problems for our clients.  We have won favorable regulatory decisions and permit modifications for clients through effective research, analysis, comment and testimony. We have assisted clients in securing millions of dollars in grant funding for stormwater capital improvement projects. 

Kathleen McGowan:
Founder and Principal

Kathleen has served municipalities in Southern California since 2000.  She is adept at synthesizing technical and regulatory issues into cogent analysis on which clients can rely for decision making and policy setting. Her environmental consulting experience includes technical and regulatory work in environmental compliance, NPDES permits, pollution prevention, and industrial/commercial stormwater management. Kathleen has directed watershed programs, developed work plans, prepared monitoring plans and technical reports for municipal, federal and industrial clients. She is skilled in environmental regulatory and policy analysis, strategizing and conceptualizing effective responses to new environmental regulatory initiatives. Kathleen earned a B.S. in Chemical Engineering from the Johns Hopkins University, an M.S. in Environmental Engineering from Georgia Institute of Technology, maintains a Professional Engineering license in California (Chemical Engineer), and certified as an Envision Sustainability Professional (ENV SP) with the Institute for Sustainable Infrastructure.

Susan Robinson:
Project Manager/Senior Scientist

Susan has provided environmental services to municipalities in Southern California since 2012. Her experience includes work in environmental science and outreach for public clients and non-profit organizations in the coastal watersheds of California and North Carolina. She has a deep understanding of the Federal Clean Water Act and NPDES stormwater and surface water quality monitoring programs as well as extensive experience with Total Maximum Daily Load (TMDL) planning and implementation.  Susan is skilled at facilitating multi-stakeholder groups in planning, decision-making, and implementing joint efforts to meet Municipal Stormwater Permit and TMDL requirements. Susan holds an M.S. in Environmental Science and Management from the University of California, Santa Barbara and a B.A. in Environmental Studies, with a concentration in Marine Ecology from the University of North Carolina, Chapel Hill, and is certified as an Envision Sustainability Professional (ENV SP) with the Institute for Sustainable Infrastructure.
